600g octopus, 3 tablespoons coarse red pepper powder, 3 tablespoons fine red pepper powder, 2 tablespoons sugar, 2 tablespoons peanut butter, 3 tablespoons soy sauce, 2 tablespoons rice wine, 2 tablespoons cooking wine, 3 tablespoons minced garlic, blanched sprouts
